Are you experienced or have someone who is experienced in breeding? Do you also have an avian vet near you? Because you shouldn't even be thinking about breeding if you don't have a lot of experience and adequate medical help. A normal vet is no use.
Also, curiously, just because the budgie are male and female doesn't mean they will magically breed. Birds have tastes too! But to be honest I don't think you have enough knowledge or experience to breed just yet
Firstly after the juvenile stage it's near on impossible to age a bird, that's a bit of a bird basic you should know. What you're describing it normal behaviour, someone knowledgeable of breeding would know this. More light and a good diet don,t make good breeders... For example it's about seasons, heat, humidity, conditions and overall health of the bird. You would also know that making the days longer doesn't actually help... In fact that is actually the worst thing you can do because their schedule should be set like a wild bird which means up at dawn and down at dusk with 10-12 hours good sleep. Additionally, pairs doesn't mean anything, it just means they were growing up together, I have a pair of cockatiels doesn't mean they will mate. In breeding terms it's called a proven pair to be mated, but again you can,t force that birds have tastes and have to choose from a flock rather than being forced together with one because its the only option.
Additionally, fully matured doesn't mean completely sexually matured either. That may have to wait to next breeding season if they like each other.
But again breeding really isn't the best plan for you. It takes a great deal of experience and knowledge. I have a lot of experience with birds not as much as some but still a lot. I would still not dare to breed because its not something you do lightly.
