3 month old sun conure biting hard

my sun conure joey is biting/chewing a lot. he is just 3 months old. the moment he comes out of the cage he flies to mine or my brother's shoulder and start biting the neck, if i ask to step up, biting turns to my finger. his beak is getting stronger and its really hurting. he is like trying to pull out the skin. he runs all over my shirt but if he sees skin somewhere he dives and bites.
i have kept him flighted
he bites fingers, fist, legs, neck and he tries to pull the skin out of it.. i am very confused what to do.. he wont go back to the cage too

I don't mean to be harsh but for a three month old to be biting hard all the time, you must be doing something wrong that has him VERY upset and, most likely, it's that he is not happy with the out-of-cage time you have set up for him. All my conures (sun, sunday, jenday, quakers, GCC, etc) came to me because they bit but none of them do now, they just didn't like been kept in a cage for long periods of time. They need, at least, 4 hours of out of time cage every single day. There is also the right time to interact and the wrong time, they do better if they interact with you right after breakfast and before dinner (when the sun is setting). Some parrots resign themselves to living with humans on their terms but some don't and those you have to keep on their own terms...

Generally if you're getting bitten- 9 times out of 10 its the owner that is doing or has done something wrong. Its also about the way you react to the bite if you jump say oww and react they will just keep doing it and doing it to get a reaction. You must not react to the bite, slowly move away, move the bird away from you or move away from the bird. Pay no attention.

Parajita is also correct with her comments.

You need to implement far more out of cage time at the right times, you also need to make sure 10-12 hours uninterrupted sleep is being has by your bird as well as sleeping in a natural bird routine. Dawn and dusk not your routine. Behavioural difficulties often result from improper routine, diet and sleep.
