Jasper loves just being on my shoulder. Sometimes I feel so used ... He'll let me pet him for a couple seconds and then does a big jump towards my shoulders. So no I don't think my bird in particular likes to be petted that much.(It could be a trust thing.) I haven't seen him get that kind satisfaction.

My Senegal Parrot does from time to time. She lets me know by getting all fluffy. Sorry but budgies don't like it. Even when you pet them with a single finger, that's like someone using their fist to scratch your head.

i dont think thats entirely true Michael, i have a video right now i could upload of me now scratching my budgies head and it constantly dropping its head for more scratches and i can pet him on his back using my whole hand and also can scratches under his wings without him biting and him showing he wants more scratches.

My :senegal: has recently enjoyed neck scratches but also her beak being rubbed.... She will close her eyes and look like she is really enjoying it!

my sun conure likes being scratched on his head alot although sometimes he will not tolerate. sometimes i will be scratching him and he will be enjoying this and then a second later he starts biting really hard? why is that? also is there any kind of sexuall behavior sunconures do that i should be aware of? thanks!

my Cockatiels practically bed for scratches on the neck and face. They both love it between their eye and their nostril on the short feathers, + Mali loves it under her chin. Birdie won't stand having her back touched because she has one wing that was broken when I got her(about 7 years ago) that may or may not still hurt, and if you try to touch either or their bellies they just step up. They also will scratch you back if you stop, then drop their head for more. And if you're not their to give them a scratch they'll find something else to scratch on.
Cheeky my GCC insists on scratches, + occasionally you need to give him a scratch before you ask him to step up if he's ontop of his cage or he keep moving away from your hand(brat). He'll usually content to just curl up in your hair and go to sleep, unlike the Tiels who demand attention 24/7
