I have a 5 and 1/2 month old blue :irn: Miles that i got from a pet store with his wings already clipped. I would like him to be able to fly again but i would have to wait for the wings to grow out. My question is because his wings were clipped so soon will he know how to fly on his own?(right now he can flutter semi-gracefully to the ground). Basically im wanting to see if there is anything i need to do so he can be a happy flying bird without any fatal accidents that can happen later when they are starting to fly again?

Possibly, possibly not.
If he doesnt want to fly when his wings have recovered, you can teach him by doing longer and longer recalls.

Great decision on letting him regain his flight :D!

With birds that are transitioning from clipped to flight, it is most important to teach flight in a controlled way. Inevitably clipped birds get clipped again when owners watch them crash and fall in attempt to fly. Truth is, they haven't learned to fly and this is their learning. To aid them, I have developed stands and techniques for building up flight in small stages and teaching control. I do this whether the birds are clipped or not in order to teach flight recall and controlled flight in the human environment.
