GCC biting issues

Hello. This is my first post on here. I have a 3 almost 4 month old green cheek conure. I don't know of it is male or female. I have been calling it a female though. I got her from a breeder which taught her step up ad step down. She loves to be by us all the time. But she is going to our shoulders and then biting us sometimes. How do I get her to stop this? I have tried putting her back down to hand level but she either flies back up to the shoulder or climbs up there. I have also tried putting her back in her cage when she bites to show her that biting means cage time but it doesn't seem to work either. Thanks for any help
