(First post, sorry if it is in wrong section)
My girlfriend has a 1 year old budgie and we want to go on walks with him without the risk of him flying away. She has been contemplating getting him a harness so he does not fly away. The only problem I see is that he is ~30g and i can't find any harnesses that fit. What can we do? Is there a better solution than a harness?

They don't make harnesses small enough and even if they did it would be too difficult to control the straps on something so small. Just use a carrier. They make little budgie carriers the size of a lunchbox, it's totally easy to carry around so the bird can watch outside and get sunlight.

Is there anything we can do so he is not in a cage but cant fly away?

Pretty much no. He's so small that he could easily get lost. Furthermore he's so light that it wouldn't take much wind (clipped or not) to get carried away quite far. It's not safe and just isn't worth it. Let him fly at home and take him outside for fresh air and sunshine in a carrier.
