Step Up Confusion

My bird Ozzy seems a little confused when I try to get him to step up. For some reason, he will step up on my finger when he is outside of his cage, but when he is inside his cage, he runs away from me. What is this?

Just let him come out by himself. Some birds don't like hands inside their cage...

Okay, here's another question: My other bird, Rico, refuses to step up. When I put my finger at his feet, he just leans forward and sits there. When I push a little harder, he just flies off. Will he stop doing this on his own? Or do I have to do something different?

The ideal is making the bird want to step up. The way your doing it could be seen as forceful and if the bird doesn't want to step up then its going to eventually lead to bad things like biting, fear responses, flying off (which your already experiencing) etc. put your hand nearby, don't move it to start with, lure the bird close with a favourite treat. When your birds happy with that then lure him on to your hand-again don't move to start with, then you can start issuing the step up command once he is used to sitting on your hand.

If you ask him to step up, he does it and this brings a reward, he will continue doing it. Mind you, I don't train my birds in the sense that I don't put time aside for a session or use a clicker or even a target stick, I just ask them and, when they do, I praise them (I don't even give them treats) and either cuddle with them or give them a few scritches. It works for me.

I've gotten him to step up, he did it one time and learned that doing it would earn him a scratch or treat. I guess he wanted to step up this time. Thanks.

Everytime you ask him to step-up, and he does, make this a positive experience for bird...i.e. scratches, taking out of cage, training, hanging out with you etc. If you do this, bird will step-up every time without hesitation.
