parakeet scared of humans

I have a parakeet that is petrefied of people we got it given to us by a friend but it tries to attack you everytime you go near him. We were told he was trained but hes to scared of people I was wondering if you could give me tips on how to train him?

First things first, how long have you had this bird? It sounds like it is new to you and if that is so then you need to allow time for the bird to adjust to its new surroundings and also you must give it time to learn to trust you. Only after this has occurred do you need be concerned with training.

I would treat him like an adopted orphan with no given history. I would not push myself on him or go out of my way to bring attention to him. When changing his cage or adding food I would keep my palm down.
One thing I have learned is that they are more afraid of hands than faces.
If his wings are clipped let them grow out.
Put him where he can watch you or other activities to keep from getting bored. It will also make you more familiar to him without pushing him.
