Step up should be next both in and out of the cage.

Hey, i've been trying to make Joey come out of the cage but he won't, i've been waiting and talking to him like you said but he wont, is there another way besides that and the step up cue?

Actually there is. If you have a perch for him to go to outside of the cage and he is not afraid of it you can target him to it. You can use a free standing perch or perhaps get one like the other perches in his cage and attach it to the inside of his cage door. I suggest this because you can target him to it with the door closed and when he will go to it you can open the door partially or fully and target him to it there.
you have only been working on building his confidence/ trust in you and offering him an open door for a few days, which is nothing to Joey. Be patient, it is in their nature to want to be out of the cage. Regardless of how long it takes, he will come out.

Oh ok thanks, that seems like a good way to take him out, so do i put a perch like outside of the cage that's going towards the outside?

If the perch is on the inside of the door and you open the door, the perch is then on the outside. The advantage of this is that the bird only has to get used to one perch instead of two.

Hey, how do i get Joey stay on my hand when i tell hime to step up?
He's caught up pretty quicky but the moment he gets the treat he walks away from my hand.

Smart bird, that Joey ! Why don't you try showing him the treat, letting him step up, move hand with bird so he can't just step off, then give him the treat. See if this solves the problem and let me know.

I tried that, just twice he stayed but the other time he just jumps from my hand to the upper perch, i tried to put him on the bottom perch but he just jumps off.
