Maybe my room but there are cables where he could easily get entangled, but what if the kitchen isn't being used could i take him out or is it stilll dangerous?
And does it have to be a totally enclosed area?
And i think i'll read a book to him.

Kitchens are dangerous because of sinks or containers with liquids in them, hot stoves, knives and so on. If there is nothing that he can get caught in or on, nothing that he can get burned on or cut on and no chance of drowning, I still don't like it but as long as he can not escape or get hurt then it is better than having to live in a cage all of the time without being able to get out for exercise.
if it is not totally enclosed, he would be able to escape, right? And you don't want that. Read to him ,that is different but fine and I see no problem with it.

The cage on the floor is what is causing his stress, my dear. And your sitting next to it looming over his cage and him is making things worse. That's why you are getting nowhere and he is now hissing at you, he feels completely threatened by your predator attitude! Your head and his should be at the same level when you talk to him (if you don't know what to say, you can sing to him -children's songs with a marked cadence are their favorite kind) and his cage should always be place up on a wall, never on the floor, there is nothing more stressing to a little bird that to be forced to stay on the floor all the time. And you need to spend more than 15 minutes a day with him if you want him to become bonded to you.

Couldn't you let him out in your room? Or any other bedroom that has a door to it?

Well his cage is like a circular shape and it is difficult to find a table or something to put his cage on top of the floor, but i'll find something for him.
And is 15 min training, but i sit and talk to him for like an hour during the day, like 30 min in the morning and 30 min in the afternoon (don't know if that's enough though).
I'm going to make sure there's nothing that can harm him, i can't in the bedrooms cause there are many cables in all of them.

William, can the cables be gathered and tied together in a long bundle so that Joey can't get caught in them?
No, 1 hour is not enough, 2 hours is pretty much the minimum amount of one on one time that they need which is one of the reasons that you need to get Joey to trust you and get accustomed to being out of his cage so that he can spend more time with you.

Well i guess i can bundle them, it doesn't matter how big the room is does it?
And do i get himm out once i get his trust or before?

i have been hissed at by LOTS of cockatiels, they almost never bite, as i held about 10 hissing cockatiels and never been bit, but i may be wrong here.

To some degree it does matter how big the room is.How big is the room you are thinking of using?

Round cages are not good for birds, they need to be square and the back needs to be against a wall.

it's like 5 meters by like 6 or 7.

Well here where i live there are only round cages if you want them big i don't know why.
