I would handfeed him once a day, if for nothing else, the bonding it brings but not necessarily. You can use gloop or chop with cooked whole grains in it, a good quality whole grain bread (like Arnold's Whole Grains Nutty Almond or HealthNut), polenta, couscous, old fashioned oatmeal/cream of wheat/grits mixed in with baby jars like pureed fruits or veggies, that kind of thing. And leafy greens! Tiels love leafy greens as well as sweet corn, cooked diced carrots, baby green peas, baked sweet potato, pomegranate seeds (at least, these are my tiels favorites).

Hand feed him, like formula? With a syringe? Also here's an update:

He loves scratches!!!! On his head and back. He will jump to he bottom of the cage now to come out and he usually wants to, but he'll never step up to come out of the cage. I've tried to teach him with millet, on a play stand and he does so good, but when there's no millet around, Petey does not want to come out. I don't want to get him in the habit of getting a great every time he steps up. What should I do? Thanks :) :greycockatiel:

Your bird is young and still new to you. There has not been enough time for him to fully trust you at this time, so give him the treats for now and let him step up, given a little more time he will start stepping up on his own because he wants to be with you and not because of the treats, but you have to be patient and work with him.
I believe that Pajarita is saying to fix him some of the soft food that she mentioned and putit in a small dish and give it to him at room temperature or slightly warmer, but not hot and sit there with him talking to him while he eats it.
