How can I teach Rocko and Loki not to fly on top of the door or Tiko's cage or anywhere they aren't allowed.I know lots of people have done this.

A helium balloon that bounce around on top of the door will deter them. You can also slit down the side of a paper grocery bag and balance it on the top of the door. It will be strange and not as comfortable to land on.
This worked with the cockatiels but Myrtle always figures out a way of getting around what I have done.

I just cant have them up there because they poop down on the door and the floor and my hoodies that are hanging on the door hanger.

Yes they can make a mess on the door. Tape the balloon high on the side of the door. If the door opens inward you put it on the inside part of the door.
