Parrots on your shoulder

Rio always hops on my shoulder and if I try get him down he will try bite me so I have to scare him off with a towel other than that hes a good boy and hes getting good at stepping up he dosent step up when in the cage yet instead he will bite or run away.I also dont think hes getting much sleep since I got him on Monday hes sleeping right now with his head on his back I put a perch at the top of the cage because he would hang there and sleep.

Oh someone told me that it teaches them not to to there if they arent welcome what should I do to get him off?

I learned right away that an open hand to them reinforces that you mean no. Birds are instinctively afraid of hands and must learn they are safe. If Myrtle does not listen to "fly" or "get off me" or "stop what you are doing" she has leiarned that an open hand with palm toward her means do it or I will get you. If she does not listen to fly or get off I can push her off me with an open hand. This only works if the bird can fly.
The rime see my finger see my thumb see my fist you better run when some where that I did not want to make a seen meant don't make me come over there worked well when my kids were little. It worked well for church activities when I did not want to make a scene or embarris them with their friends.

You need to use an alternative/redirection technique with positive reinforcement instead of negative as you are using now. This is the primer for parrot training...

Rio can't bite a stretched palm. You also show the palm well before it gets to him. Rambo would poop himself if I did it to him. Myrtle knows it means "get the flock out of there".
There are times she defies me just to do it so she actually needs a push.
