As to how to make them step up when they are not on an 'unsafe' zone (the floor), you need to hold a high value item on, say, your left hand placing it on the other side of your right arm (which you would place in front of the bird's stomach without touching it). Your left hand (holding the treat) needs to be far away so the bird needs to step on your arm in order to reach it and, when it does, praise, praise, praise and give it the reward. It might not happen the first, second or even the third time but, if the value of the item is high enough, it will happen.

My plum head was on the floor and didnt step up lol

Tell that to Dudley. With the often attempts at flight, he usually ends up on the floor, and even if you just gently lay your hand on the floor next to him, not trying to force him or anything, he tries to attack. I could just be doing something wrong there, though.

Sometimes a bird will not step up, even from the floor, because they are expecting to be placed someplace that they don't want to be.

Wolf is exactly right. In general, all hand-fed parrots that trust you enough would always step up for the simple reason that they WANT to be on you and don't really like to be on the floor that much (little ground foraging species are different) . But, of course, if they don't know you from Adam or have no reason to trust that stepping up when you ask will bring the denouement they desire, they won't. They are very smart!
