Really, I have only two suggestions. The first one is to set up a variety of perches to set him on and to randomly move him from one to the other including the top and inside of his cage and giving him a treat of some sort that he really likes whenever you move him to one of them. Move him around to them whether you are going to leave for a while or not. This should change things enough that this type of biting will stop.
If you can't take him with you because of the harness issue then perhaps a travel cage is in order, provided that he actually like to go with you. He may not like going outside, or not like cars or some other aspect of going somewhere that he is not familiar with. Or he may love it.

I would place it next to his other cage or near his play station if he has one and let him see you place food and water in it and leave the door open. Maybe hanging one of his favorite foods in it or even a favored foraging toy.

It is common for birds to bite when they think you are gong to put them in or on a cage and leave. That is their way of telling you that they dont want you to go. I give mine treats on their cage a lot so they dont know I am going out until I put my cell phone in a pocket. I always give them a treat of some kind when I leave, usually a nut that they have to work to open or a foraging toy I made them so they dont mind as much when I leave.

It also helps a lot if you go out always at the same time (even if it's not every day). Noon works best because that is the time they would naturally rest/nap in the wild and, of course, you can always do it in the evening after they fall asleep (the days are so short nowadays that they are getting their dinner at 3:30 pm so I've been doing my Christmas shopping then and they don't mind been left alone at all once they are roosting). Once they get used to a routine, they accept it without a problem.

I always say I am going bye bye when I leave, if I am talking the parrots with me I use the word "outside in the sentence" Gaugan knows exactly what is going on and always gives me a blinky look and beak moving to say good bye. Sunny is still learning and will give me a very light nip to let me know he does not like me going, without taking him, but has learned to be okay with it. It just takes time.

Parrots can decide to take things out on one person that they think wont hurt them sometimes too, and when it is out of their system they suddenly stop. Gaugan was upset when she became the only parrot in the house, and decided to overbond to me and attack my hubby suddenly, and she bit him enough for him to bleed. When I got Sunny, she started being nice to everyone else, and spent a lot of time focusing on Sunny. When I gave Sunny attention, she would run at my husband and give him a peck on the toe. It didnt hurt him and it was better than the bites he got before so he let her do it. Now Gauagan and my hubby are friends again and she gets along with everyone. One day he may decide that he likes your husband and will be nice to him just out of the blue, with parrots anything is possible.

Please get him used to going outside VERY gradually. Parrots are known for never leaving their territories and that means they are not naturally inclined to explore or go to unfamiliar places so it pays to get them used to it very slowly so they don't get stressed out by the experience (don't forget that pet parrots don't have a huge flock around them and that also makes them very insecure).

Some birds love to go with you and you can tell by the way they act. I went very fast with Gaugan because she loved the outings. She talked to everyone. She would be so excited and give me little kisses and I would go on outings just for her. Sometimes we only go for a car ride to get me a tea and sit in a parking lot and she will look at the seagulls and crows and call out peekaboo to the people that walk by. Sunny was a shy bird so I went very slowly with him, he loves to go to my daughters now and is not afraid of his outings but I am going slowly with him becase he is a different temperament. All parrots can get used to outings. it is natural for them to go outside and sunshine is so good for them. In the car, Gaugan is never in a cage, she is so used to car rides she is a pro. Sunny always has a cage so he can choose if he wants to be in it or not. My two are both Pois right now, but my daughters green cheek loves to go on outings in the car too. Some birds dont enjoy outings but Conures and Pois are the two I most often see in posts in other forums and on facebook enjoying car rides and outings.
