How long have you had him and how bonded is he to you? If she still has a fear of you she will fear anything new you put near him. If he is bonded then just wear it on your wrist while he is with you.

I always let the bird come to me and never reach in the cage for step ups.

I would leave it where he can see it without feeling intimidated by it, I would start playing with it with him watching and gradually bring it closer and let him start playing with it too and then work up to where he will accept you draping it over him. From this point I would review the cd of instructions that should have come with it and follow the instructions there.

Wait until he is no longer afraid of it - and that means however long it takes.

I have literally been working off and on for over a year and half with my jardine and the harness by clicker treat training. He let's me touch his head with it...lift his wings while its touching him... But he is still fearful. He came to me as being nippy and quick to shoot his head around for a bite anyway so its no surprise. Meanwhile, I take him out to the park in his travel cage. With the cage, all I have to do is set it out and he gets right in. He wants nothing more than to be where I am. I figure, if it takes another couple of years...it will be well worth it.
