Wish you lots of luck on this one as it is extremely difficult to change a birds natural behaviors and this is one of them, to my way of thinking. It is a natural thing for them to try and remove these, I don't know what they are thinking that they are, ticks, perhaps, but they think that they are doing you a huge and beneficial favor by removing them for you.
Sometimes you can use distraction to help them to understand that this is actually a part of you. Sometimes other than going to a doctor and having them removed, the only thing that helps is to keep them covered while the bird is on you. I really don't know of anything that is more than a crap shoot in changing this behavior, Good luck.
