I had a feeling you were in India and suspected the bird was taken from the wild (we read about this terrible problem in India all the time). You do know it's been illegal for you to keep him captive since 1991, right? I recommend you find a wildlife rehabilitator for him so he can be later released into the wild (there is an organization there called Beauty Without Cruelty that deals with this).
You can't feed him white rice (no nutrition whatsoever but you can use whole grain red or black rice) and you can't feed him garbanzo beans (chickpeas and garbanzo beans are the same thing) all the time (super high in oxalic acid which inhibits calcium absorption - he will end up with malnutrition if you do). When you say 'boiled corn' do you mean the dry one or the fresh one? Because the fresh is OK but the dry is not (danger of aflatoxin from aspergillus). You need to feed him whole grains like oat groats, wheat kernels, kamut, teff, quinoa, etc. Cook them soft for now and mash them up to mix them with fruit puree, very finely chopped broccoli, etc. He won't take the formula because he is used to having bird parents feeding him but keep on trying anyway (try mixing the formula with the mashed cooked grains and pureed fruit/veggies and try feeding him with a small spoon). If you are not going to use formula, you need to add a good quality multivitamin/mineral supplement to it's food.
As to the schedule, it all depends on how old the bird is (which you don't know and that's another reason why he should go to a rehabber). If he was 8 weeks or older and has been well fed all along (doubtful taking into consideration the circumstances), he would need a handfeeding early in the morning (dawn), fresh soft food for him to eat always in his cage and another handfeeding late in the afternoon (when the sun is setting).
Forget about the pellets for now, babies don't eat pellets.
