Bird Refuses to Step Up

My :senegal: Parrot is not willing to step on my hand when I put my hand up to him. She bends down expecting me to touch her. I cannot touch her belly because her heads in the way. I give her the step up command but I don't think she learned it yet. Any Suggestions.

PS: For a beginner, I had my bird for a few months now. It is untrained and doesn't know a lot. What guides do you suggest I use to start training my bird (I want to do this over the summer.
