it can even take longer than 3 months. i got given a budgie who i named Pluto who took 8 months to tame to an 'acceptable level' but he was not a baby but it was possible...

No, I never have. And I agree with you on that. But since most people just want a sweet little budgie to play with instead of the miniature parrot that these difficult ones are, I dont feel comfortable selling them as tame pets. And not everyone is up to the comitment it takes to tame one of these 'untamables'. I do on occasion sell one, but they go to experienced bird owners.

This is why I said there's basically no such thing as untamable. It just may not be easy.

This goes back to the question I was asking -- what signs can you look for, on a first meeting with a bird, that that particular bird is likely to be easier rather than harder to work with?

Well the first question to ask is what you want to be able to get the bird to do. If you want a bird you can touch and handle you might prefer a calmer one. However, if you want one to be entertaining and do funny things on its own for you to watch, then a more active one might be better.
