Explain more what exactly you are doing when you're trying the methods.

If you cannot approach the bird close enough to do the clicker conditioning/target training, you may have to use another method. But if you follow the guide http://www.TrainedParrot.com/Taming, it explains that other method when you can't even approach the bird without severe aggression or fear.

well...I try to get him out of the cage and step up in my hand
what I do is
1. I click the "clicker" than I give him a treat, so he understand that the click mean a treat I do this for many times
2. I try to put the treat a little far of him so he can go get it, but I wait for long long time and he never go to get it.
3. and he always run away from me

How long I have to wait for a good respond from him?

I wonder if you have introduced the clicker too soon. The noise may be scary if the bird isn't really comfortable having you near the cage yet. Taking treats directly needs to be comfortable before you can consider training using them. IMO, you may need to back off and start over.

I haven't used a clicker with our birds, but I have done some clicker training with my horse. When I di8d the bridge conditioning (associating the click with the treat) it was based on rewarding a behavior so the click & treat connection was in response to a behavior, not a random attempt to pair the click and the treat. The click is a substitute reward -- a bridge -- in situations where you want to let the animal know they did the right thing but may not be able to (e.g. too far away) to give a treat immediately.

What are you using as a treat? it may be she doesn't actually like the treat all that much but she'll eat it.

I was told an excellent idea in which you get a bowl of different treats and let the bird pick one out of it. Repeat this a few times and if the same treat is taken every time then this is your bird's most likely favorite and you then use that as your training treat and ONLY use it for rewards.

It'd be helpful if your bird has been introduced and has eaten each type of treat you have tried.

Also, try the training in the morning or evening, or whenever she normally gets hungry. she'll be more willing to receive food if she's a little hungry.

if you can't get the bowl close enough without her shying off, replace it with the food bowl, then swap it back as soon as she has taken something from it.

if the fear is still a problem, try talking to her about anything, but if you include her name it usually gives more interest, then leave her again. just talk to her for a few minutes at a time to get her used to you and if she looks more settled, give a treat to show her that it's the correct behavior. something like that. do this in short bursts, perhaps every hour or when you can so she starts to learn that you are not going to harm her :)
if a bird is scared and wants you to go away, it is only going to get more frightening if you force your presence upon her. Thats what i've read, and it sounds about right too.
