hi!!!i own a 10 to 11 months old male budgie and i think that he thinks that he is the boss...i m saying this because he likes to sit on a high spot and control everything in the room...
at first i thought that he is doing that to make sure that he is safe...what do you think about that??

How does he "control" everything?

I think the notion of height dominance has mostly been debunked, but there are still some folks that think if you are having aggression problems with a bird, it is better to keep them lower. If the bird has learned it can get out of your reach, that's a factor, too. But if you have a flighted bird, I don't see how you can prevent it from choosing a high perch anyway.
