You should spend time training each bird individually, in a different room so they can't call to each other. Training/spending time with each bird without the other one around is important to establish a relationship between you and the budgie. Try clicker training with a target, also called target training. It is one of the sticky's on this website.

Once each bird is comfortable with spending time with you, continue this AND spend time with both birds together.

I actually managed to tame a bonded pair of budgies.

I didn't separate them, instead, I just spent a lot of time coaxing them and rewarding them. It did take a while, but now they are comfortable enough to fly to me and preen my hair. I am able to get them to step up and they have even managed to learn targeting.

It just takes a lot of patience.

we did this with a couple of lovebirds. I had to totally remove one from the others sight and calls. May vary by individual birds?

Yes and no. The birds wil learn from eachother thus speeding up some of the training. On the other hand, the bond between the birds will always be greater than the bond they have with you. You will really have to be creative to keep their attention. I dont believe seperating the two birds is a good tactic untill both of them are quite happy sitting on your hand and interacting with you.

You can actually use the bond the birds have. If one of the two is a bit more adventurous he will come to you sooner and eat out of your hand. When the second birds can see that nothing bad is going to happen and bird no. one is munching happily on some millet, he will join in the party pretty soon.
