Hello. I am a new ringneck owner, and bird owner for that matter. I found the following article invaluable in the first few weeks of ownership. I hope it is helpful to you as well. IRNs are known for "bluffing" and also for having the potential for being aggressive birds. They have to be handled and interracted with everyday in order to remain tame.
My little guy is three months old and he will bluff at me once in a while, usually when I try to get close to his toys but he doesn't much any more. Do you know the sex and history of your bird? Was it handled or just left in a cage or aviary all day?
