Help Taming A Younger Lovebird

I've just recently adopted a 3 month old, untame, black masked lovebird. The previous owner of this bird has returned him/her to the store within 48 hours of adpotion because apparently he was hurt by other birds (it was quite vague) It could be the reason why this bird is missing two of his toenails :/
I've tried touch training every day, and i've made progress, but the bird will absolutely not get close to my hands, but instead stay as far away as possible and try to reach the stick and treat.
When I'm not around he/she sits on one foot abit puffed up and chirps for hours..once I get to the cage its feathers aren't puffy, and it gets quiet and flies away..
The bird does not bite, just is very fearful.
What should I do?

Keep you hands behind your back until it learns that you are a safe person. No telling what happened in that 48 hours.

Honestly, lovies are very hard to tame.

try calling a vet for advice. Even a scared little bird would do more than just sit there for hours (lovebirds are known to be bubbly) Sometimes, even these types of reactions MAY signal some disease or other ailments in birds.

How long have you had the bird now? Have you made any progress? Do you only have the one bird? Have you left the cage door open to see if it will come out when you are not watching it?
