http://TrainedParrot.com/Taming

Start by learning about the basics of taming, training, and positive reinforcement. Try to progressively increase the focused out of cage time you can have by targeting. First you might only get 30 seconds before it loses interest and tries to go to cage. But next time it may be 35 seconds, eventually a minute and more. You keep practicing and the bird will become more accustomed to being around you and that good things happen when near you and not only in the cage. It's all a matter of taming/training and time. Good luck.

That little budgie was making tracks. At least it will step up for you. Most animals not just birds do not want someone to reach in and get them. It's cage is it's refuge and is trying to defend it. When it is scared it wants to get back to it's refuge.

I am not an expert - but I would leave the door open and put tempting things right outside the cage. When it comes out - the next day move them a little farther.
