Training 2 budgies question

I have 2 (About 1 1/2 year old) budgies that I've been trying to train forever, but my efforts have been fruitless :S So I was just wondering if I should train them separately, an how should I do so (because my parents dont want me getting another cage)? If anyone has any tips/advice on training 2 budgies, it'd be really helpful! Thanks!

Let them both out and work with one at a time while the other watches.
