I need advice!

I have a male blue Quaker parrot who is 8 months old. It seems like he is bi-polar! He has no problem with coming out of his cage but with other things he just switches on and off. I can ask him to step up and he will do it. But sometimes he will just hop off or put one foot up and go crazy attacking my fingers. Getting him off the top of his cage is usually when this happens but it has happened in many other places too such as on my bed or shoulder or just wherever. Also, when i open the feeder door on his cage to refill his food bowl he will wiggle his head in the way and attack my hands. He doesn't do that with the other 2 bowls only his food bowl. And in the 6 months I have had him he isn't making any progress in taming concerning opening his wings, touching his feet or beak, grabbing him to pick him up or lying on his back in my hand. Not to mention sometimes when I'm petting him he will be just fine then randomly attack my hands. I need to know how to react in those situations and how to make them stop please!
