My budgie is relly flinchy towards me, ?

He can step up and I've had him for about 2 weeks but he is still really flinchy, could this be because he is 5-7 weeks old, ?

It's probably due to his young age, but it's also largely due to the fact that you've only had him for two weeks as you've said.
Your budgie is still very new to your home and to you.
Please don't expect him to be comfortable right away, things take time.
Continue to have him step up, don't ask him to do too much right away. When your budgie is comfortable with you he will flinch less and become more confident.
