Moody Budgie

hey guys, my budgie sky has been.. "moody" lately. she won't want to come out of her cage for days at a time, and when I try to get her out, sometimes she will try to bite my finger. today she came out quite willingly but, this is rare. I managed to do some target training with her today. but I don't think we have really made anymore more progress from basic target training and stepping onto my finger. I have tried scratching her beak, but she thinks I'm giving her food. and she won't let me give her scratches around the head either. please help. maybe some tips on bonding? Idk.
