Starting them in two cages and giving them letting out time together will tell you if they want to be friends. Not until one follows the other back to a cage and they play with the door still open would I consider turning my back on them. This should happen quite a few times before you close a door.

Another method you could use is having seperate cages. Give them out time together. If they get along you could change cage set up. Turn their cages so the open doors are together. They will still have their own cages but be able to visit back and forth.

No lovebird and budgie in the same cage, lovies are aggressive and could bite your budgie's toes off or even kill him. A friend for a budgie is another budgie, I have a cockatiel and a budgie but it did not work out well in my case.

Something else to think about - other than weight change, differences in the parrot's droppings are among the first signs of illness. If you have more than one bird in a cage, it's impossible to monitor which droppings came from which bird.
