Flight suit/bird diaper

I recently got a small one for Furbie, I've been following the instructions. He is comfortable playing with the flight suit and letting me pet him with it. However I have NO idea how to go about getting him to actually wear the flight suit. He gets mad and flies away as soon as I try to put it on like the directions on the package say. Any tips?

It took me an hour to get one on Rambo and 30 seconds for him to get it off.
