Sudden Budgie Aggression or Playing?

Hi everyone!

So recently my budgie started doing this thing where whenever my fingers are nearby he will lunge at them as if to bite my fingers. Sometimes he will lunge repeatedly at my fingers and the lunges are quick and sudden (kind of like a snake bite, if you can imagine that). At first I thought he was being aggressive, especially since he sometimes gets really into it and can attack my fingers for a few minutes.
He never actually bites and it doesn't hurt-- or maybe he is biting but it just doesn't hurt because he's a budgie, haha. I've been ignoring the behaviour but it hasn't ceased. If anything he's doing it more frequently now. Again, it looks like he's viciously attacking me but it doesn't hurt at all. He kind of just nibbles at my fingers.

Is this normal for a budgie?
What could be causing him to suddenly start up this behaviour?
Do you think this is aggression or just being silly?

I'm not much help. When I am watching TV and ignoring her she comes over and chews on me like she is teething. I keep telling her she is not cutting teeth.
