Try fixing a perch to the outside of his cage, it might help him feel more secure if he knows he is next to his home. Show him his treats so he knows you have them to encourage him to stay and start with simple step up and downs onto the perch each time before training something new so he knows he is working for the treats. If that fails try taking him to the smallest room you have after you've birdproofed so he cannot fly as far.
Let us know how you get on please if you try it.

I already have a fixed perch on the outside which he likes to sit on its just he flies away as soon as we start training due to a car noise or someone coming up the stairs, I'm just not sure what to do

My budgie was timid when I first got him too, so I took his cage into the bathroom after I'd made sure the windows and such were closed and the plugholes covered. I started training him in there, as the room was nice and small and so that he could get used to be outisde of his cage. Now I can train him quie happily in a larger room and he doesn't try to fly away. Maybe you could try that? Just get him used to a small room first.
