a few months ago i rescued a 2year old female alexandrine parrot named "Juno" she was being badly mistreated and as a result she is terrified of peoples hands
i am currently trying to train her using the target training as i cannot touch her to get her out of the cage ... but i have found she is extremely stubborn and sometimes refuses to do anything. is there a point where a parrot cannot be retrained

no it's never too late but you have to build trust with her first.most birds are afraid of hands especially abused flightless birds,but it can be changed. forget about training and instead teach her to like your hands. put a chair next her cage and a perch on the outside keep her favorite treat in your hand and just hold it out not moving.let her come out on her own to you, and when your done put a treat in her cage and let her go in on her own. when she starts taking the treats from your hand without hesitation then tou can try touching her and then you can start training her.it was great of you to rescue her. all mine were rescues the oldest was in his late teens and all are very sweet loving birds.
