Blue-eyed Cockatoo step up

My Blue-eyed Cockatoo has already begun with the target stick and soon gonna move into stepping him up to my hand. Please suggest on how should I do it because now when place my hand in-front of him, he refuses and tend to move away. I've tried nudging his chest to make him a bit unbalanced but it doesn't work. When I use a target stick to bring him to my hand, he won't do it. The only way he could get to my perch is to lift his feet up and put the perch underneath him and then move him upwards. Please suggest on what should i do.

Is he tame or has he never ever perched on your hand/arm before? I'm wondering if he is possibly scared to step up. If he is, offer your arm rather than your hand as it will feel more secure to him.
You can also try using your arm as an extention of his perch and target him onto it that way (so he shuffles across rather than steps forward) to get him used to the sensation of being on a person, then try stepping up later on.
