Are you confusing target training with clicker training because the question says one things and what your planning to use as a subsititute says another :?

Anyway you can pretty much use anything that gives the effect you want for target training, a target could be anything from a round dot on a piece of paper to the tip of a stick, to yes a finger if you wanted. Pesonally I wouldn't use a finger though.

If you mean the clicker training then anything that makes a sound can be used as a bridge, a word, snap of your fingers, a special quick whistle etc, it doesn't have to be a click, just a short sound that you can deliver at exactly the right time (why clicking my fingers and whilstles wouldn't work for me cuz I'm rubbish at both).
