It looks like an African Grey

I blew the picture up as much as I could without losing any of the already poor resolution and counted what appeared to be up to 7 different birds in and on the cage.

Yes, and a most terrible cage it is, too! Not only super small but ROUND!!!!!

I can not stand when people don't take good care of their pets. If you buy the animal take care of it!!!!!

While there are several things in the picture that suggest that these birds are not being cared for adequately, I prefer to assume that this is not intentional on the OP's part, but rather to a lack of knowledge. I see nothing that can't be corrected and so I really wish that the OP would return and talk to us so that we can help them with these birds.
At this point we only have a couple of pictures showing birds in too small of cages and several birds on a poorly designed cage and no way of telling how many birds are in that cage or are just on it. This means that the conditions may be much worse or they may not be as bad as they appear to be. In any case there is room for a lot of improvement.
