Does anyone have any guesses on this bird?
I know the photo is not terribly helpful probably and he looks to be in sorry condition (IT IS NOT MY BIRD, I am looking to get him from the current owners but am not 100% sure what he looks to be, though I have my guess).
Any ideas?

I agree with Michael 100%, Maximilian Pionus.
Would really need a slightly better pic though to say if he's in sorry feather condition, whilst I quite like the species, the feather colouring always makes them look a little tatty to me.
