The visual sexing of this species of parrot can not be done, as far as I know, until it has reached the adult phase of it's life when the neck rings become apparent. At this early of an age DNA sexing is probably the only viable way to tell.
Who ever sold this bird needs to be closed down as this bird is to young to have been properly weaned, it doesn't even have all of its feathers and has not yet fledged. This behavior is indicative of a poor quality breeder who does not care for the welfare of their birds and is only after money. Keep a close watch on this bird as the effects of malnutrition in this bird and/ or its parents may not have yet become apparent.

I heard they can be sexed by looking at their head size...

Perhaps, the male of most species usually has a squarer head and a heavier beak, But I would not count on that alone as an accurate indicator of sex, too much room for error.

He looks so pitiful. He keeps looking up because he needs physical contact. For emotional reasons he should never be alone. I don't know about that species but I know that even before the parent cockatiels wean their babies they come out of the nest. The baby then belongs to the flock and can beg from any member to be fed. They stay close to him and they will feed him every time he begs. He is never alone. He has physical contact with at least one adult at any given time.
That poor baby looks like an orphan begging in the street.
