You can't tell whether it's male or female from looking at it. As to what species... honestly, I don't know! It's definitely a pyrrhura but I don't know what species because it doesn't look like a GCC, a pearly, a black capped, or any of the other pyrrhuras I know...
I agree. Definitely a green cheek conure mutation. Pajarita is right though, you can't determine sex or age though the way they look. You can get a DNA test done though from a feather (other methods too but that's the kindest way)
