Do birds of prey need water?

Basically this is going a few months back went I attended a one day fair, someone was showing their 8 birds of prey from 10 am till 5pm. I hung around there all day with friends and would occasionally go to talk to the person showing her birds, they were kept behind a fence and under tarporlin but some of the larger birds were panting, I asked her about this she replied saying bird pant when they're hot and trying to cool down.

I told her I knew this, that I sometimes took my sennie for walks, and would take a bottle of water or an orange with me incase my sennie became thirsty, I also mentioned that if I had a panting bird I'd be quite concerned and want to get it cool immediately.

The owner became very defensive and re-stated that the birds pant to get cool, I walked away came back a few hours later to find them still panting, I asked her why she didn't give them access to water, she ground out 'the birds pant to cool them selves down, they are fine', I gave her a weird look telling her there was a water tap very close to her area and she could send her husband to fetch the birds some water.

She looked annoyed and ignored me, as far as I know from 10am till 5pm those 'rescued' birds of prey were mostly in the heat (the weather would change quickly from rain to hot sun- traditional uk summer), don't birds of prey need access to water or are they supposed cope better than parrots without water?

I do not have birds of prey, I don't know much about them, but I do know that all forms of life on this planet require water in some form. Parrots mostly drink in the mornings and in the evenings and then get the majority of their water from their food. I would imagine that most other birds are similar in this respect, but they still need water.
