Budgies are not loud but chatter in every waking minute. They are not loud but they are constant. Cockatiels can be really loud especially when they are happy and singing.
Amazons on the other hand can shake walls with sound. Mine get in different rooms and call to each other. Most people cannot stand the racket but as long as it is a happy sound I just deal with it.

If constant chittering is a problem, don't get budgies. I actually find their vocalizations cute and not bothersome at all but some people are driven crazy by them. Cockatiels depend. If they are kept right and in pairs, you hardly hear a peep out of them but if they are kept hormonal and alone, they can also drive you crazy with their constant and loud PEEP PEEP PEEP.
