You mean the band that is around the foot? It's an ID. It should have information on it that could direct you to the breeder and hatch date. As I understand it, it used to be quite important to look for a closed band ( an O with no opening ) because those can only be slipped on a baby's foot, as it grows the foot gets bigger and the band can no longer slip off. Only avicultrue-raised birds had closed bands, a bird with an open band (one with an open spot, so it could have been opened and put on a mature leg) was likely to be wild caught and possibly illegally so. As the import guidelines have tightened, there are virtually no wild-caughts being smuggled into the US (so I understand anyway) and people are no longer as paranoid about bands. Some breeders don't use them and some people have them cut off because they are worried the band might get caught up on something. Our Cape is not banded, our GCC is.

Don't worry if your bird doesn't have one. I had Jazz's band removed because it was scratching his leg (it was too big). Anyhow, I never liked leg bands, I always had them removed for my bird. Instead, I had Jazz microchipped.

Yeah, these days the lack of a band doesn't mean the bird was not hand-raised. Being wild-caught or parent-raised does mean the bird may need more work to tame, but the lack of a band doesn't really signify anything. Do you know if your bird was hand-raised?

Just because the bird runs away from you it doesn't mean it was not hand raised. It means it's not used to you yet. It's scared of you. Just give it some time to warm up to you. Where did you get the bird from? Some people hand raise birds in their basement and then sell them without banding.

That's really strange. A reputable petshop would buy birds from a breeder that bands their birds or would do the banding themselves if they hand raise their birds. I would be inclined to think that the bird is hand raised, though you never know; it may be parent raised. But I doubt it was wild caught. Just give it some time to warm up to you. Give him treats whenever you passed by its cage so it associates you with something positive. You can try putting the bird on a perch every night and having training sessions with it. There are many threads here on how to train a bird to step up. Don't give up!
