Please help identify this bird? Brown Headed Parrot?

Okay there is a lady here locally who is rehoming her bird on craigslist, and I have a friend who saw it because she's been looking for a small parrot. Anyway, this lady is selling the bird as possibly a conure or an African parrot. When my friend called she was told that the bird is definitely a type of conure because it's so small. I am no expert in African parrots as I only have South American parrots, but to me this looks just like pictures I've seen of brown headed parrots, although it's hard to say with certainty I suppose because the pics aren't great. What do y'all think? (other than the fact that it's likely unwise to buy a bird from a woman who doesn't even know what kind of bird she has, I have already mentioned that part to my friend, but I'd still like to identify the bird.)

Here's the link to the craigslist ad where you can see the pic

it's not a conure unless the pic is just really bad. there is no eye ring and the tail looks short not long so you're probably right
