Finding the right parrot

For some weeks now I've been searching every thing I can put my hands at trying to find the right parrot for me. So far I have narrowed my choices to Budgerigar, White-eyed-conure, Golden-headed-conure, Lovebird, Pacific Parrotlet, Senegal Parrot and, even though I found little information on them, Ringnecks.
I've already own a cockatiel, and there is no way I'm giving him away so I can buy another bird, so, if the bird is territorial, like the parrotlet, I will be only able to spend 3 hours daily with him (not counting the time in which I'm near him, only the times in which I'm actually playing with him). Otherwise, if I can spend time with both birds together, they will have considerable more interaction with me.
Noise, as long as it is not as loud as the ones the sun conures does, is not a problem.
I want a friendly bird, so I can spend more time with him.
So, after narrowing the choices, I have some questions to ask.
Since I have not had a lot of experience with budgies (hand-fed budgerigar are hard to find
here in Brazil), I would like to know more about their personalities, how friendly are they, if they like to play, if they like to be scratched,if there are difference in personalities between the male and the female, what is the recommend cage size for them, and if they live well with other birds even when unsupervised (my cockatiel is allowed to live free at the house).
Since white-eyed-conure and golden-headed-conure are not as popular as many other conures, I would like, if possible, to hear from people who own them about their pros and cons.
Is 3 hours daily (not counting the times in which I'm interacting without properly playing with the bird) enough for a lovebird? Can they live with other birds such as cockatiels? What cage size is recommended for them? What are their personalities? Are there difference in personalities between the lovebird species?
The pacific parrotlet is the one I spend most time searching for information.
I would also like to know from people who owns senegals or ringnecks about how is living with one, the pros and the cons.

I have a Budgie, and she's a funny, feisty little one who never stops playing or eating. She's a little monkey with wings! She has quite a bit more attitude than my Tiel and definitely bosses him around.

One thing to remember is that Budgies are very good mimics in the sense that if you do get one, he will pick up your tiel screams and do that throughout the day for fun. THAT sometimes drives me up the walls.

Thank you GlassOnion. My cockatiel is, I belive, a female, since she's very quiet,
only making noises to get my attention and when she's in my shoulder and I talk to her.
I've actually never seen a budgie imitating a sound, so, just for curiosity, do budgies
learn to whistle well?

Mine doesn't whistle a whole repertoire like my tiel does, but ALL of her sounds are cockatiel sounds that she picked up. I believe if she were bonded to me instead, she would've made quite a good talker.
