so far so complicated

hi all
i own a female cockatiel and female kakariki.
i recently purchased/rescued 2 cockatiel babys
both birds were abandoned by the parents.one of the birds is 15 days old and the other is 13 days old.
the 15 day old is making great progress but the 13 day old really is lacking behind, she is roughly the size of a zippo lighter and her eyes have only just begun to open but the eyes are very red,her feathers are growing very slowly and she seems behind schedule.
the older bird is fine but the incubator is set at 95f and it looks as if shes too hot and keeping her wings away from her body but i dont want to turn the incubator down because of the younger one and its too early to remove the older one what should i look at doing???

Unless you are a really experienced breeder/hand-feeder, you need to get these babies to an experienced breeder or avian vet RIGHT AWAY. Raising baby birds is really risky business. There's SO much that can go wrong very quickly.
