I do understand you have your heart set on a sennie, I have my heart set on alot of things that are not going to happen because the welfare of the animal is my main concern. It makes me unhappy to do so but I know it is the right thing to do. If I couldn't provide more than the minimum requirements I wouldn't have a bird (or any animal) at all as more often than not the minimum is nowhere near good enough.

100% agree with Polarn here. Every single one of mine have been fliers and most have been pretty wild when I got them. I managed to tame and train all of them although Harlie is still work in progress but she was abused apposed to just neglected.
