I know little about cockatiels, but if you're referring to imitating human speech, parrots in general don't really follow any rule of thumb. Some talk from a very young age, some don't start until they're at least a year old, some never do. Depends on the individual bird and its environment.

I think in general after 6 months of age they can be able to talk but like the person who posted above me said it really depends on the bird and the owner whether it will talk or not.

Is it true that if the parrot is in a louder surrounding it will start talking quicker???

I've never heard of a bird talking sooner from being in a loud environment. They do vocalize more, in my experience, when they're in a louder environment. Such as when my friends are watching sports and they're quite loud my Amazon will be very loud and active. He usually doesn't actually speak during these times though.

Talking to your bird on a regular basis may help. Always talking to it when it's in its cage or when you're holding it might help it pick up on words faster. Such as always referring to whatever you're feeding it by name. For example if you're giving it a piece of apple you could say "Do you want some apple? Here have some apple. That's a good apple, isn't it?" And so on. And always saying 'step up' when you want it to step up.

In the end how soon a parrot will talk or if it ever talks really depends on the individual bird and it's environment.
