I gather some 'tiels can talk.
As I understand it, if you mostly want the bird to learn to repeat human sounds, the best way to do this is to use certain words or phrases (or whistles) repeatedly, in a context, and with enthusiasm. If your bird makes a sound you like, give the bird immediate attention or a food reward.
